To do this, I tend to dig out long tunnels, however I want them to lie, set the floor to be smoothed and channel the sides/back, with stairways down to the lower level for stray bolt recovery, then build a target at the end. In this instance I've put them next to my barracks[1].
Noting that this is shorter than my usual ranges (I tend to assume the logner the range, the more chance of missing and thus the more bolts I recover, which saves on the created-value even if I'm rolling in bone bolts) and this is a screenshot prior to some of the other nicities I tend to put in (e.g. some ammo stockpiles where idle dwarfs can be prompted to sort-of-stack them in bins, to be taken to the depot later if I feel like seeling some single ones off; and a few more doors for aesthetic purposes).
Yes, there are better ways of doing it, and the gaps are deliberate (but I could fit in another three ranges inbetween each pair if I didn't have a use for that space).
[1] I've defined two, probably needlessly so, one around an armour stand (with a couple more for company), another around a weapon rack, with two more likewise... The latter, which may have been placed first and is currently appepears to be hidden by some sparring-vomit, seems to attract more sparring, but you can see from the blood in the former that it has seen some action. They're also next to a meeting area that (later than these images) will have a water-source in the level below filled with water tapped form an underground river, and periodically let out again to fill the main megaproject excavatation off the right of the images. Dedicated and assigned Champion bedrooms (post-economy) are on the level above, for quickness of access, though I think these exports were made prior to economy, with everybody using more egalitarian accomodation the level above. TMI, I know.
