Half the effectiveness of sleepers to influence things?(or drop it more then that...)  But, make the rewards for embezzling and stealing more lucrative in exchange?

Sleepers can be awsome, they just shouldn't win you the game on their own.

Though Non-sleeper contacts need to be more useful. Yes they can't influence the issues as well but goodness... It isn't like they don't have a job or anything.

It's not as easy now as it was before. Efficiency can't be boosted, so you're stuck with whatever it is you recruited them at (or lower, if I'm not mistaken, as they lose efficiacy when they advocate liberalism).

They just lose juice now, which happens on a small chance whenever they fail to convince anyone and start losing faith in their current approach.
