Well, no. Water needs to be ABOVE the level at which you wish to have pressurized water. That's what water towers do, ya know.

In a word, no.

But you can alter the design so they'll be in 3-4 Z-levels of water when it goes splash.

Using water to push things other than items is silly. Its much more dwarvenly to use drawbridges to slingshot enemies away from your buildings.

So there's that, as well. It looks like the only chronic problems that water can't cure are nausea and cave spider bites.
Which, coincidentally enough, can be cured by magma.
