Designating items to be moved.

Sometimes you want a particular item moved somewhere. Currently there are two ways to do this:

1) Designate the item to be dumped, and set a dump zone in the required area. This has several disadvantages:
-You must cease disable all other dumping operations/zones during this time, or it might be dropped to the wrong place and your trash can end up were the item was supposed to be.
-The task counts as refuse hauling, and may take a while to complete if other hauling jobs are available.
-You must unforbid the item to use it after it is moved.

2) Create an item-specific stockpile that only that unit fits in. This also has some disadvantages:
- It takes a while to set up a custom stockpile that only allows this item.
- If the stockpile accepts bins/boxes, dwarves will also haul one there.
- The item might be hauled to the wrong stockpile.

I propose a new task that can be assigned to move designated item(s) to a certain area, then leaves them there(they are not tasked for hauling) until something is done to it(used for decorating/encrusting, turned into blocks, etc.)

Look up all the devlogs on burrows. I don't know all about them, but they'll make specific management easier.
