Trying to dump an anvil down a channeled hole. Its set to dump, The garbage zone is right beside the channel, Refuse hauling is turned on in labors, gather refuge from outside option is turned on, at least 4 out of my original 7 dwarves can path to it and have the appropriate labors enabled.  I'm at a loss, any help?

Edit: this is a reclaim fortress also.

Was the anvil previously tasked for anything at the time of abandonment? If so, you're probably stuck - if you channel the floor out from underneath it, the previous task should be cleared and you'll be able to use it again.

Also, if it's outside, make sure your (o)rders are set to collect refuse from outside.
