I just assign my immigrants to be a miner/mason/engraver/soldier/anything I'm short of at the moment.

I don't even bother keeping the newly-drafted masons out of the workshop, as the constant goblin sieges have given me plenty of wealth for centuries to come, and I'm more concerned with megastructures than wealth.
