How is that possible? Undamaged fortifications and a whole boulder out the other end. ???

Actually, pressurized water won't move the rock, nor any other object or creature. Water only moves things when it flows locally. You could use pressure to quickly fill the area you want to wash out, but it would be when you let the water slowly flow out that it would move things.

To simplify what Kanddak just said, water won't push things if it's at 7/7.

Are you sure the rocks aren't actually supposed to be used in the construction of fortifications? Because if they are designatet as a building material, you can't dump them.

This is what I'd do: cancel the construction of the fortifications, dump the rocks, build the fortifications.

No, no, they're not inside the fortifications, they're in the way of the fortifications, so my dwarfs can't build them.

Odds are, they're designated for construction. Something you've designated for building that hasn't been built yet is using those stones. When this happens, the stones will look no different but dwarves will refuse to move, haul, or do anything to them until either they're used or the building they're designated for is canceled.
