Cages not being hauled

Title pretty much says it all. I have both empty cages and full cages, the full cages containing both tame animals and captured invaders. I can move the cages for dumping, and I can get all the guy's clothes out of the cages, but I cannot get the cages themselves to be moved to an animal stockpile.

The stockpile is unchanged from the default settings. I have one guy dedicated solely to animal hauling.

Look in (o)rders menu if you have accidentally changed "Dwarves gather (a)nimals".
