I find the lack of aquifers disturbing...

I have a map like this
XXXXX
XYYYX
XYZYX
XYYYX
XXXXX
X=Ocean (Elevation 1)
Y=Flat Land (Elevation 100)
Z=Mountain (Elevation 400).
Long story short, I want an aquifer, but am not seeing any appear.
Can anyone tell me why? (Barring the obvious, I have not removed the tag from the soil and stone layer raw files)

How big is this map? Could it be that the game doesnt want to make another aquifer layer so close to the ocean aquifer?

257x257 but that is a good point is it possible if I remove the ocean then the aquifers will start cropping up?

 This is Dwarf Fortress, anything is possible. :)

 I'm pretty bemused as well, that's the only thing I can think of: that perhaps there are no layers holding water above the one base level.

Thats another thought I had, that levels have to be above level 100 to be an aquifer. I'm testing a new elevation design of
XYXYX
YXYXY
XYXYX
YXYXY
XYXYX
X=100
Y=400
If it doesn't work I'll try
X=150
Y=400
Find and Replace for the win.

Okay I am seeing aquifers now but... not where I want them.
XY
X=100
Y=400
When I hover the cursor over the X I see plenty of aquifers, but when I hover it over the Y, even when its half over the mountainous terrain and half over forest and dirt and etc and I see no aquifers, can aquifers not co-exist with mountain terrains?
