Boogeymen cold be the restless souls of fallen adventurers that have been drawn together into a hive-mind esque entity who's spiteful nature, from failing to complete quests in life and gain fame, drives them to torment and kill upstart adventures creating a never ending loop and becoming more powerful.

If you are using bogeymen as training material perhaps they just need to be stronger, or perhaps their strength should be based on your fear level as others have suggested if psychology ever makes it into adventure mode. It's a good point Kohaku vampires and criminals should stalk the night not be stalked by the night.

I have rarely beaten bogeymen, and only as superhuman adventurers, like dragons, Genesis ilithid void masters, or Savages' Stronghold minotaurs (once, in a fit of personal awesome). Don't make them stronger!
