A quick search of the forum brings up 38c as the last time something like this was reported as far as I can tell.  I'm running the mac version of 40d and my broker keeps doing tasks like hauling and building instead of trading or meeting with guild representatives, even though I've turned off all her labor designations.  Kicking her off the job from the jobs menu sometimes jolts her into doing something else, but after a while, she'll go back to these jobs.  I've uploaded a save here: http://dffd.wimbli.com/file.php?id=1409

It, or something like it, is also in the bug list:

This is because building and harvesting aren't controlled by labor settings.  Building IIRC is a masonry job that doesn't actually require masonry.  And harvesting is something all dwarves, even children, do, unless you set Only Farmers Harvest.
