What conversations have been had about getting the civilization 'types' (Forest, Evil, Player, etc) cut out and generalized?

you mean something like Conquest of Elysium 2's, which alters the layout of civilzation sites depending on the "pattern"? (IE: primitive, feudalism, empire, fallen empire, etc...)

Right now, there are city types which have a large effect on a civilization, but these primarily apply to adventure mode. This includes Elven "Tree Cities" (which don't have trees yet), Human towns (easily the most fleshed-out right now) and Dwarven "fortresses" (which while elaborate are somewhat silly.)

Toady has plans to elaborate these sometime.

In the RAWs, Goblins, Kobolds, Elves, Humans and Dwarves have narrow civ type definitions. 

For example, the Kobolds are the Skulking race.  The fact that there is a hard coded 'skulking' race slot will (hopefully) be replaced at some point.

How much discussion has been had about that?
