It states (can't remember exact wording) that a caravan needs a 4 x 4 tile free of ramps to spawn. As I read the first posts, I guess that is also the problem here, as the ramp exit of the tunnel is too close to the edge.

Hmmm - 4x4? (I have to wonder "why?" 3x3 would seem enough...)

Regardless, my version had 4x4 areas, no problem, and there were 4x4 off the road on the OP's version that would then easily lead (eventually) to the road (that road is nice, and would be faster if used, but unnecessary as an absolute requisite to the caravan.)

I know caravans can path through 3x3 area but don't they take up 4x3 squares because of the creatures pulling it? Maybe there's a check on caravan spawn for the 4x3 even though it's collision after that is only done on a 3x3 area.

Dunno - I do know that both the OP version and mine had ample 4x4 green areas (which imply an even larger area) free and clear for the wagons.

I've just had another herding failure.  This time with tight herding, but a 5x5 landing region for the wagons.
