So I have a marksdwarf who I'm equipping with the obvious quiver, shield, and bolts. I also have made some shell helms, how do I get him to equip that? I have no other armor than this.

He should equip it if you set armor preferences to leather.

Yep. Shell, bone and chitin armor will be equipped in the "leather" category.

On a related note, there's no penalty for overarmoring your guys, is there? I've got a good steel industry here, so everyone and their brother is wrapped in multiple layers of the stuff. I'm assuming there's no encumbrance or anything, because I burned or sold all my leather stuff during the upgrade.

If they lack sufficient levels in strength, heavy armor can slow them down, but it's usually hardly an issue after some sparring. But otherwise, no penalties.

Comment: I don't believe marksdwarfs use shields. Bucklers, yes, but not shields.
