Why are people always trying to introduce mechanisms for dwarves to increase in skills without actually practicing them?  I think that having instructional documents would be pretty incongruous with the rest of the world here.

Maybe a way to tie in writing materials to an existing game mechanic would be similar to the integration of coins to the Tax Collector Noble.  Depending on how high you have your bookkeeping set, the Bookkeeper would demand more and more scrolls or tablets or codexes commensurate with the size of the stocks, just as the Tax Collector demands more currency in the treasury to keep up with the wealth of the fortress.

This can be in parallel with Human temples keeping bookcases full of religious texts and Nobles wanting to purchase poetry from shops that sell them within your temple.

Written texts as a trade good would be similar to clothing.  The raw material must be processed into a form suitable as a writing surface, and then a scribe can pick it up from its stockpile and use it in a writing job.

because it would not only make sense (smart dwarves would learn faster as apposed to stupid ones... um, how do I cut a rock again?) but it would help with huge freakin abushes that reduce 100+ fortresses to 20ish (almost all nobles) by boosting the new immigrants with much needed skills (like cooking for those fat nobles).

I like the idea of making it population based, a small town wouldn't care so much about anything besides results  :)
