Check her hands to see if she's carrying anything she shouldn't be.  Dwarves tend to rip each others' clothes off during sparring (especially wrestling training) and not drop them, which interferes with their ability to load and use ammo.  So if she's holding somebody's pants, mark them for dumping and she should be able to start archery training.

And make sure to look for a third gauntlet, they can be sneaky.

My winded wrestling matriarch turned out to be holding a steel low boot in her hand. When I set that to dump (I was kind of surprised someone else dumped it instead of her), she did eventually start practicing at the archery range with everyone else.
