Recruited Allies Won't Assist Genocide?

I am disappointed. I recruit a crack team of dwarves to help me eliminate my hated Human adversaries, and they refuse to take part in the bloodshed. Even the goblin won't help!

Is this intended, or did I do something wrong? And in either case, is it possible to kindly un-recruit these guys, or do I have to go get them incinerated by a dragon?

They will not assist unless their civ is hostile to the creature in question.
Humans/dwarves/goblins are not inherently hostile, you have to have a war going on.

As for the other part, incineration by dragon is the dwarven way.

Well, I'm playing a cactaur.

I also discovered that Dwarven towns apparently have no shopkeepers, preventing me from buying Dwarven goods. This is very disappointing.

Although your companions will not immediately attack your enemies, in my experience, I have seen them join into the battle after I've been attacked. Conversely, sometimes my companions attack members of a village I am at peace with, pulling me into an unexpected genocide.
