I Cannot remember name of a specific game.
Soldiers of Anarchy

The premise
Humanity has been all but destroyed thanks to a virus. A group of multi-racial people have taken shelter in a bunker for ten years, finally emerging to find the world totally changed. They begin a campaign to smash slaving and drug rings, recruiting people as they go.

It's an RTS, sorta. You can only take about ten or so people on a mission, you can arm them and change their weapons mid-mission, adapting to situations on the fly, there's limited ammo and you can drive vehicles, which take a short while to start up. Any help?

Oh, Soldiers of Anarchy. That's such a fun game. I wish to obtain it.
