Chains, cages & justice system in 40d11

I usually only use chains when setting up a prison for the justice system, but I'm sure I've also added the occasional cage.

After a shortage of chains during a recent immigrant wave, I went to throw in a cage or two...  but they weren't being counted as part of the room.  The cage/chain count in the (z)status/justice menu didn't change at all.

So I freed up the room, removed the chains and tried constructing one only of cages. After 'make [r]oom' I can't select '[j]ustice' as it's greyed out.

Is this a bug?  Am I forgetting something simple?  Or is it just not possible to use cages for the justice system anymore?

Are you using wooden cages? They need to be metal if I recall correctly.
