Edit: Yes, it is based on the book A Roadside Picnic, which was also the inspiration of STALKER, Shadow of Chernobyl.

Actually you can get it in the City Library in Oxford(UK), and probably any other large library out there.
However, watch out! This is a very "art house" movie. I for one couldn't stand it, even though I loved Roadside Picnic.

I live in small town USA, if you get the picture. The only foreign language movies I can find here (Texas) are from Mexico.

Anyway, yes. The movie is very slow and artsy. I watched a better resolution version for the first time a year or so ago, in the middle of the night, raining outside. Was awesome.
