I like this idea of spies and saboteurs. It gives an actual purpose to raising a military and a fortress guard, instead of just catering to some noble's whining. I have a couple suggestions that might dovetail with this. In an effort to keep these unknown spies from sensitive areas, I was wondering if there should be an option to flag areas as 'military only', or 'trusted dwarves only', where the average Urist McNobody can't go. It could be a tip off that a dwarf is a spy when he starts snooping around a 'military area' without permission.

With burrows coming in, it doesn't seem impossible that there could be, and that more could be done with spies, etc. If you notice a dwarf isn't confining herself to her assigned burrow, that might be a warning sign. Infact, since, from what I've read about burrows so far, it seems like there will be some unauthorized traffic, anyway, so we might be able to eventually set up some dwarf version of the highschool hall-pass system (complete with monitors), which spies could then forge and otherwise circumvent.
