how do you make dwarves stay inside?

I am currently under siege and I want my non-millitary dwarves to stay inside. I have the "only soldiers can go outside" option turned on, but my normal dwarves insist on running around outside where they keep getting shot by the bowmen. I have also dug a channel into my tunnel to outside and walled it off, so there is a line of "outside" in my tunnel. I was hoping that they would hit that line and stop, but so far it hasn't happened.

I was just wondering if anyone had any ideas on how to keep the stupid dwarves inside.

EDIT NOTE: When I saw this thread, it was IMMEDIETLY over the thread I just linked to.  A thread where myself and a few others answered EXACTLY this question earlier today.  The other thread should answer all your questions.

Response conditioning.  I recommend shock collars.  And magma, of course.
