Everybody isn't randomly generated, or have we forgotten the Landlord?

Perhaps some fixed encounter can be rigged?

And of course the Cops are selling Crack, or at least getting their cut...Why else would they respond so quickly when you pick a fight at the Crack House?

I had an idea for fleshing out gangs, turf wars and crime in general in LCS:)

I won't post everything now, but here's how I imagine meeting the gang boss, with whom you'd negotiate:

 - find a gang member belongint to the right gang
 - talk to them and tell them you wish to see the boss
 - if you don't have any visible weapons on you, the gang boss will appear, together with a full team of bodyguards.

This way killing the boss during the negotations will not be that easy - you can't bring rifles but they could have them.

I was kinda thinking something like that, utilizing the landlord script.  Then again, it's pure awesomeness what the Jonathan has done already with the gang members.

Sadly, I'm no programmer.  I recall reading before about some ideas on criminal gangs.

In my thread, I had a section on gangs which went into a discussion on the mechanics of how gangs could be implemented.
