I can confirm that I have had tower-caps grow on dry underground soil layers.

Double confirmed - however - I believe I saw evidence that they grow better on muddy ground, like maybe 3x as dense. Only noticed it once, and recently, and haven't had the opportunity for a side-by-side comparison since.

As the wiki says, they will grow on a dry underground soil layer, but only if there is another layer of undug soil below (that is, there are still natural soil walls a z-level below where you want TCs to grow).  I tested this for myself today.  It seems like a bit of a hassle to find a spot near a mountain where there will be two soil layers, though...

In any event, it takes a few years for towercaps to grow, so while they're fine for "I know I'll need lumber in the future" situations, they do you no good in the short term.
