Sometimes though you may have to designate an area as a meeting zone near a cliff. I did that for a few melancholy dwarves I had when I was doing a fortress on the coast of an island. Also, they may not always do so, I had one such dwarf who wouldn't go over to the meeting area I designated that was near the seacliff.
