Surfing Dwarves.

I have a river, and...
You know what, I'll show you.
Here:

He's not swimming, because they've done it 3 or 4 times without their swimming skill going up.  Plus the water is the level below them, and it's 7/7.
He's not getting pulled downstream, because he's going across the stream right now, and I've seen them go back to the wagon.
All I can figure is, he's surfing?

Anyway, I'm curious whether this should be counted as a bug.  But I also wanted to show off this weirdness.

That's a Brook, dwarves can walk on them.

Also: I have seen dwarves being pushed by a wave, usually after tunneling out the area under a river. It may be that they are choosing to head back, even though they will go into the water again to get to mining designations a second later. It seems like surfing. I don't think it works on ocean waves though - but I haven't really tested it.

It's a known "feature".  If you look, the dwarfs are not even wet.

A brook is not a river - it's not a barrier to travel, or to anything.  even tho' it shows a lower z-level of water, it's as if that didn't exist - you can build on it, you can drop items on it, you can designate a stockpile on it.

You can think of it as having a sort of "grate" over the top. One a dwarf can fish through.  If you channel down, then it becomes like a river, and you can see water flowing - now dwarfs can fall in, and drop items, etc etc.  This is needed to make a well over a brook.
