"No Trade"

I've noticed that sometimes on my Neighbors screen it says "No Trade" next to some races in yellow text, why is this? I thought if a civ couldn't reach you it just didn't turn up?

Belongs in Gameplay Questions.
They can get to you, but don't have merchants to do so.
