Aquifers leak slower

I am quite sure in that real life, mining an aquifer does not immediately drown the entire mine in massive wave of water. Aquifers should emit water slowly, say 1/7 water per game day, so than a fortress can be dug through them, but measures such as bilge pumps or walling the aquifer off will have to be put into place quickly.

It can but it is usually called something else if that happens.

You can find pressurised aquifers that will suddenly and immediately flood your mine, but it's not common.

A more flexible tool would be the ability to have your dwarves build caissons, i.e., build a wall from above.  That would also enable constructions downward from rivers and lakes.
