Reloading ranged weapons?

I've looked all around the wiki for this but still can't find it. I've got a crossbow and probably something like 80 bolts. However, everytime I try and shoot the game says I have nothing left to shoot. Is there a way to reload the crossbow? Is it a bug?

Try putting the bolts in a quiver, and then [w]earing the quiver.

I don't think I own a quiver.

Unless you get one by Hacking a guard's head off and stealing his crossbow  ;D
