Have a meeting while paused?

Ok I'm pretty sure this is a bug. I am playing on 40d10. A dwarven caravan has arrived as well as a liaison. The liaison is having a meeting with my mayor, and the caravan is still on its way. Then a kobold gets run into when hes stealthed. (I have done this many times to see if it works) The dwarven guards kill the kobold, and I pause the game to reclaim the forbidden items. They aren't forbidden, so just in case I clicked and moved my mouse over the spot were the kobold's body is and then the meeting progressed...While I was paused...this happened whenever I clicked and moved my mouse when in reclaim forbidden items mode. And it didn't have to be over the kobold's body. So the meeting finished in practically no time. Does this happen whenever there is a meeting or is my game just special.

*Note* This isn't a major bug causing great problems in the game.

*EDIT* This happens whenever I press 'd' for designations (while still paused), not only for reclaiming items. Anything under designation does it.

*EDIT2* Doesn't work for anything else i.e. k, b, o, v e.t.c. Just d

I think the clerk can also do some bookkeeping, I'm sure I got him to level up once while the game was paused.
