I think most of this is planned. I seem to vaguely remembering Toady mention it in the Future of the Fortress thread at some point or other. I think the main problem is that floating doesn't exist yet.

That ocean seige idea certainly sounds great... it'd probably cause problems for the fort I keep intending to build. A massive series of peirs out over the water.
