I kind of like the idea of some Liberals with too much wisdom and too little juice having a chance of volunteering against your will to have a v-chip installed and thus being unable to fight in combat or do certain other direct actions, but at least not having to go to jail. I'd imagine they could still recruit, persuade, and break the law in various non-violent ways, but they'd be totally incapable of violence. As Servant Corps points out, this could be a way to make the game harder as the game progresses. You could also volunteer your people yourself to avoid the prison sentence -- and of course, there's always some dodgy unlicensed surgeon who will try to remove the chip for you, for a steep price and chance of permanent complications; perhaps even one of your own could try it, with sufficient medical skill. This would, of course, only be available to murderers and the like. Perhaps it could also be an alternative to the Death Penalty would be applied otherwise -- instead of killing them, they're forcefully rehabilitated, as a last resort to save society's most disturbed convicted murderers.
