Unrecognized Ethic Response Token: PUNISH_CAPITAL

Stems from the issue I brought up on this thread.

I checked the error log and it said :

Unrecognized Ethic Response Token: PUNISH_CAPITAL

I tried a few things. I changed all the ethics to vanilla DF human ethics. Still didn't work. I then tried to change every PUNISH_CAPITAL to PUNISH_SERIOUS. And even though no responses were CAPITAL, it still gave me that error and still had the error of having duplicate civs in world gen.
