Just train up wrestling for a while, then switch to iron hammers.

You could try copper hammers, 66% damage modifier, but I haven't had many problems even with iron or steel hammers.

While piercing and slashing weapons can be instantly fatal, its extremely rare for a dwarf to be killed sparring with a hammer. Mostly they just get a broken bone, which will heal up just fine in a few seasons.
