[40d9] Parachuting goblins?

Not sure if this is a bug or if it has been posted before. A siege just started and a group of goblins spawned inside my construction zone which is not even that close to the edge of the map  ??? The zone doesn't have a roof so the only thing I can think of is that they dropped from above  ???

There was this, but it wasn't in bug reports. In it, someone said

Foreigners always spawn at the map edge unless your area is non-square, at which point I believe it was determined they used the shortest dimension to determine where they could spawn on the longer dimension.

I'm not sure how accurate that is, but it seems like it might be relevant.
