In the init.txt, [ECONOMY:OFF]. I don't think you need to restart, unless the economy has already started.

Like any init change, you need to exit and restart DF, but you don't need to regen your world or anything, just load your game after closing DF.

However, if the economy starts, you cannot turn it off in your fort. You can abandon and reclaim or start anew, however - you still don't have to regen a new world.
