[40d] Bug: Finder keeps finding Aquifer

I started a new world just now (would give the seed but not entirely sure how to do that) and used the Finder to find a site with the following:

Everything Else: N/A
River: Yes
Aquifer: No
Magma Pipe: Yes

The finder ran, and found a suitable site (said suitable site, not partial match). I hit embark, and got the warning about the presence of an aquifer.. even though I had told the finder specifically to find a site WITHOUT an aquifer. I ran the finder a few more times, and each time it stuck on the same site - the one with the aquifer.

So I embarked anyway and used reveal.exe to see if there really was an aquifer present, and lo and behold there was... on the very site the finder had insisted did not contain an aquifer.

Did the aquifer cover the whole map?

And to be fair, a river is technically an exposed aquifer.

Did the aquifer exist in all biomes? I've found that the finder will find sites where some biomes don't have aquifers, but not where all biomes do.
