Converting animals

I read in a list of changes that animals can now be converted again, when the animal rights issue is at elite liberal.  How does this work?  I'd like a team of firebunnies to run around burning things up.  And maybe a horde of purple gorillas, just for fun.

It's pretty straightforward. Get animal testing elite liberal, then recruit guard dogs and lab experiments at will. :P
