I see nothing wrong with Sleepers founding Liberal groups. They're sleepers in so far as they're not known to be members of the LCS, not that they're explicitly conservative. Sure, in terms of shifting public opinion they'll lack Conservative cred' unless they work to develop it, but they can perform Liberal direct action even if they're well known as a bright green Liberal organization. And sufficient non-violent positive activism can mobilize and positively influence public opinion by making explicitly Liberal stances more publicly appreciated.

The key thing to recall here is that "sleeper" means "perceived as unaffiliated with the LCS", not "perceived as Conservative".

Good point, I forgot that when you recruit a liberal, then assign them as a sleeper, they start out as "Liberal", not even remotely conservative.

I forgot that too. Alright then. Sleepers can now found citizens' groups, as well as LCS agents. Sleepers, due to their street cred, will start off with more effective citizens' groups than LCS agents already.

I guess that does likely mean that list of Elite Liberal countries an LCS agent may head into exile, as well as mechanics by which Elite Liberal countries may choose to either "extradite" the criminals or not, may not exactly be...er...useful then, if Sleepers can just as easily form citizens' groups. (I guess it could still find some point though, a way to get rid of high-heat criminals after all, but...)

Maybe the high heat criminals(or anyone) could have an option to go into hiding with a Citizen Group?

Just keep your high-heat criminals in the homeless shelter, the cops will sort it out eventually.

1) Diplomacy options with all vanilla factions programmed in. Talking with the Police can get them to forgive certain crimes and lower heat (altough I would prefer having "forgiveness of LCS crimes" be something your Politicans can do, I'm not sure if the Politican Arc will occur at all).
2) I am torn between implementing Direct Action now or waiting for the Direct Action for Sleepers before programming it in Direct Action for Citizens' Groups. As it stands, Direct Action is about the only way I can think of that can cause the Police and other Organizations to want to blow your organization up (in response).
3) If the Police arrests your organization, I have gotten a system where the Citizens' Group head may either give in to the Police to get a better sentence, or refuse to give up and get punished severely. This system is also retroactively applied to sleepers too.

Politican Arc:
I'm wondering of having your citizens' group recruit Politicans outright, and the people they recruit are random. They can be Mayors, State Senators, and County Supervisiors (I'm also considering the Head of a state's Liberal Party Machinery as well...). Every 4 years, these people get challenged by Conservative and Moderate political forces in democratic elections, which are based on a myriad of factors, including campagin advisors, relations with other organizations, the state of the Liberal public, and maybe one random issue to throw in the mix. If your Politican lose the election, he has been kicked out of office and is useless.

Politicans now have a "Prestige" rating means that they have more influence within Liberal society. This influence makes their Actions more powerful.

Actually, erm, as a sort of copt-out to those wanting to use Citizens' Groups in ways other than diplomacy:
Citizens' Groups can Promote Liberalism, like Sleepers, but can specialize in four different areas:
--Justice System Reform
--Social Issues
--Animal Rights/Environmentalism
--Workers Issues

Each area focuses on a different set of Issues that the Citizens' Group can influence. Basically, it's a more verstiale Sleeper.
