It would be nice to have a "general order" for dwarves to consolidate stacks/containers or not.  If it's set to "consolidate" then the dwarves would store an item (seed, bar, whatever) in an existing non-full bag/bin/barrel rather than grabbing a nearby empty one.

Alternatively, there could be a new hauling-type task that allows dwarves to consolidate stacks that already exist.

Hi!

I am not completely sure, but don't they do it already, provided they really have nothing else to do?

The only place that really got messy in my fortress is the food stock piles because of too few barrels at a time. But when I produced bins, all other stockpiles got cleaned up over time.

I noticed this too. When dwarves have really nothing else to do, they organize stockpiles and stacks together. However, since it's a very low priority job... If you are the kind of player, like me, who like to have his dwarves always doing something... You'll hardly notice that.
