I think you can already do that... But you need a noble to switch it on. You'll be then able to select any object in your fortress and chasm it.

Except for the thousands of annoying and useless items that will eventually litter your floor yet are owned by someone.  I would eat unhappy thoughts to be able to seize and destroy owned goods in a heartbeat.
