Stack merging is an interface issue and job material selection issue, from the dev perspective.  Having dwarves consolidate things in barrels is independent of stack merging.

I'd put stack merging as the 2nd highest priority thing that I'm interested in.  #1 would be Dwarf Hospital elements.
