I got a legendary armorer on my first mood and he has been pumping out armor faster then my haulers can move it so all the military dorfs come to his forge and just dump thier stuff so this is like all the clothes for twenty dorfs sitting in his shop cluttering it up my question is are these still owned articles of clothing? will my dorfs get pissed if i dump these clothes? will they ever be brought to the armor stockpile?

Your dwarves won't get pissed if those clothes are destroyed or dumped, but they're still owned, which means they can't be hauled anywhere except by the owner. Millitary dwarves won't haul, because that's civvie work. So, the clothes will stay where they are.

You say that they are cluttering the shop; are they in the shop's (t) menu? If they are, take a moment to deconstruct and reconstruct the shop. They'll all fall out, and when you rebuild it, they'll get shuffled off to the side.

If they're not in the (t) menu, then it's not the clothes that are doing the cluttering, but rather, the items you are producing. You said yourself that your production was outstripping your haulers' ability to haul.

Well you could try to take the dwarves off military duty untill they put away their cloths.
