Snooping Around

I noticed that my sleepers in certain places never seem to give me any juicy goods when they are snooping around for things unless they get them from the traditional sources of juicy items (ie. Police Records, CEO Photos, and so on) Are there not any specific documents for sleepers to steal in certain places?

Alas, no, many places have no juice goodness. You might try AM Radio, Cable News though.

I'm fairly certain you will get liberal boosting things such as Cable TV Reporter's Broadcast Notes and whatnot from that.

Basically a dirtsheet of lies to print in your paper business.

Some suggestions:

Factories - A list of known toxic chemicals deliberately used in manufacturing.
Sweatshops - Passenger Manifests of Slave-trading ships/carriers
Cigar Bar - Evidence of random elicit behavior on a given issue.
Prison - Evidence of prisoner torture or poorly done executions

Sleepers in individual districts (ie Downtown, University, or Industrial) could give random stuff for non-specific issues like evidence of homosexual beatings, abortion clinic vandalism, tax evasion etc.

It would be damned awesome to be able to train a regular LCS member and have them go sleeper as a "Known Liberal" Imagine having a "Stalwart Arch-conservative" Elite Liberal Sleeper Lawyer with Law of 20 trying your cases for you...

This is exactly what happens if any sleeper lawyer wins enough cases.  Once they're sufficiently well-trained, they'll often conduct an "incredible defense" and gain juice for it (as opposed to simply winning a case which caps at ~100 juice).  Thus they become Elite Liberals and, with high enough base stats, can reach 20 law & persuasion.
