Simply the ability to build underwater if you can swim well enough/are amphibious would be totally awesome.
We'd need a new way to display underwater areas, though. I think just having dark blue ,.' as submerged floor tiles would be nice.  Or perhaps change the view window to reflect the enviroment (blue border means cursor is underwater)

how about instead of open space and grass we have open sea and sea floor/with different sybols/colors of course
