Stagnant water stack in food stockpile?

I noticed an odd light blue double tilde ~ icon in my food stockpile and I loo(k)ed at it and it said it was 'Stagnant water [9]', it has the status of 'grime covering' and its description is 'This is a stack of 9 stagnant water.'  It is not a water tile and doesn't have depth.  It is also nowhere near a water source, and is in fact .

I'm pretty sure this isn't supposed to happen right?  My only though would be if perhaps it is the remains of a vermin-eaten or otherwise decomposed wine barrel, although I have six cats roaming the fortress to take care of vermin.

It appears as if one of my engravers is mopping it up, although I made a backup save right as he started doing it incase this a bug.

Did you ever put water in a bucket?  Buckets can carry 10 water, I think.  The item water uses different units (10 to 1) from the map water.  If it came from a swamp, I think it gets stagnant/grime, though there might be other ways that could come up, I don't recall.

Did you mine the ice? It may stay from a frozen water block hauled and dropped by someone.

It could also be from a dropped waterskin. There are all kinds of weird stuff with those in adventure mode.

My thoughts on this is...

Why does it not get dumped as it turns stagnant, instead of storing as food?

I think it is from when your injured dwarfs get watered, and there's leftovers in the bucket, it gets putrid, so then it is still considered a food item, and hence stored in a food stock pile. The issue it raises in me is why does it stay food, and not turn into garbage when it goes stale?

This has happened to me,
It seems like it's caused when a dwarf gets a bucket of water for a another injured dwarf but on their way back their booze-o meter runs low. They drop the bucket and water, then go off for a drink and another dwarf takes the bucket back to the furniture stockpile and the water that fell out to the food stockpile.
