 while creatures charging a marksman run suicidally straight into them

In order for the bolt to hit something, it has to travel the distance between it's starting position and them. If the target is moving away,, by the time the bolt arrives at the target, the target will have moved further on, giving it more distance to cover. By the time it's covered that extra distance, the target will have moved a little further, and so on, meaning that other than freak chances, shooting fleeing foes is a fools errand.

The reverse is also true - a target charging the marksdwarf shortens the distance. This means the bolt has more potential energy when it hits, the energy required to make it travel that distance it no longer needs to. This means that charging a marksdwarf increases the chances that the bolt will hit you and the penetrating power of that bolt.

eerr: I've seen charging creatures dodge bolts plenty of times.  Do you have a save that exhibits this behavior or anything?

By that logic, if we give a turtle a head start in a race against Hermes, Hermes can never win.
