For artifacts, the short and accurate answer is no.

For masterpieces, I'm not quite as sure. I've seen masterpiece equipment on goblin swordmasters that sieged my fortress, so there's no hardcoded "don't spawn masterpieces"-rule. Although there might be some set of circumstances that only happens during Fort Mode. Buggered if I know.

I suppose it should be possible to modify the raws to make some critters always carry masterpieces and/or drop them at deat. Bronze colossi leave masterpiece statues, don't they?

In the legendary lands mod, i've seen masterwork items in adventure mode.

Only in Dwarf Fortress would you try to catch a mermaid to butcher her and make trophies out of her bones

Masterwork items do spawn, but they're fairly rare and I haven't yet encountered one for sale inside a shop. They tend to appear on highly experienced and high level NPC's like High Priestesses or promoted Warrior-Mayors and whatnot.

Masterfully decorated items seem to be considerably more common and I think they do appear in shops in bigger cities.

In my current game I have a masterwork shield, and masterwork chest plate. To get masterwork, have exceptional equipment, and retire for a while, do fortress, or a kobold adventure or something. Come back, and there's a chance that the exceptional equipment became a masterwork. I dunno if legendary adventurers have a higher chance of equipment improving, but it wouldn't hurt. Makes legendary shielding that much better (no more arrow deaths!Yay!)
