My dorfs (or dwarves, if that's offensive here on the official forums) have stopped moving the stone I designate as dumpable if said stones are outside. Is this a bug, or working as intended?

Check your orders menu, you might have dwarves going outside turned off.  Or a locked door.  Or simply, they just are being lazy.

Dumping is a refuse job right? You may have set your dorfs to ignore outside refuse.
