So.  The publics opinions where all green.

Then suddenly they became all red.

I can think of no obvious explanation for why every public opinion would flip from very high to very low simultaneously. They're all tracked separately, there isn't anything that goes in and alters them all.

Could you give more details? Did this happen when you loaded the game? Was there an event in the mean time? Were you in prison for 20 years? How long between checks? Did you get a large sample of views when you checked the polls, or a very small one? Is the game doing anything else oddly?

They where all 100%, two months ago.  I do not believe I was in jail.  This was in three different poll viewings.

And what were you doing in the last two months when they flipped?

Hey, that reminds me of that thing I had before.

I think someone (Jonathan?) mentioned something about publishing materials when the public opinion was lower on the LCS than on the issue that had the publishing from the LCS...?

Yes, I did. That's been corrected though... the effect is about ten times weaker now, to the point where it wouldn't cause this. Also, it wouldn't happen across all issues.
